Interview with Brian Kelly, Head of Community Stabilization Unit, International Organization for Migration (IOM).
Brian Kelly spoke about outcomes from the panel on cash-based programmes for disaster relief. The benefits of cash-transfers are widely recognised, as such questions about due diligence, data protection and compliance were addressed. One of the biggest takeaways was the "fear of cash", which relates to the uncertainty that exists about how cash is it being spent and how to monitor it. Yet, there is no evidence case that cash is more risky than in-kind contributions
