Emergency Telecommunications Cluster

The Emergency Telecommunications Cluster (ETC) is a global network of organizations that work together to provide shared communications services in humanitarian emergencies. The ETC is one of the 11 clusters designated by the Inter-Agency Standing Committee (IASC). The ETC provides the emergency response community with the communications services they need to operate effectively and efficiently, and to save lives. 24 humanitarian, private sector and government organizations are members of the ETC, working together to fulfil its mandate and objectives. In emergency situations, partners exchange information and expertise and provide personnel, equipment and solutions. By 2020, the ETC seeks to ensure that all those responding to emergencies – including affected communities – have access to vital communications services.
